What will be the fate of international students seeking admission in colleges for MS in CS in the USA?

Hi,
With the current changes, a drop of 50% is already been observed in the application to USA. With the suggested changes in no work visa for spouses of H1 B holders, it would be difficult to study or work. Until the final verdict on it comes on paper, it's not a hot destination as of now.
