Hi Raman,
UGC stands for University Grant Commission and it is governing/regulating body for the Universities in India where as AICTE i.e All India Council of Technical Eduction is the body to recognize and accredit the courses, mostly the ones offered by the institutes.

1. Basically these are not degrees but apex organizations for higher education in India.
2. UGC is University Grants Commission and not related to technical education alone. All state universities and som other universities are UGC approved. It grants funds for research to institutions

If you are doing any course of UGC recognise university or colleges then you get a degree after your graduation or post graduation.
And if you r doing any course A.I.C.T.E recognise colleges then you get a diploma.
