When a CS engineer goes to a foreign country for job, they won't recruit him if he is from a deemed university, is it true or false ?

Dear Akash, it's not true. Any company or university in this world will hire you if you have done the course from UGC approved university and AICTE approved courses with the certification of Government.

what you all just need to. heck is that if the university is approved by UGC or not and course is approved by AICTE or not! That can only be explained by the college itself.
