Hi,
To pursue PhD you need to pass master's / M.Phil with minimum 55%. You need to sit for an entrance exam.

After completing B.tech biotech, you need to be the graduate in the master degree course. Therefore you have to first completed your m.tech from the biotech, post which you should qualify the exam of net.
