Where can I pursue a PhD at a UK institution with a full scholarship covering tuition, maintenance and living and food in cancer ?

You can take up one year research degree in UK and then prroceed to PhD. This route you ahve chances of getting full schorlaship. Otherwise they wont know your research capabilities and so they will not give funding.
