whether open degree student's can appear for civil's exam?

Yes, sure open university students can apply for civil services.
The age limit is 21-30 with relaxation for SC/ST/OBC candidates.
Educational qualifications: Degree of a recognized university or an equivalent qualification
Qualification is graduate with 50% of marks.

Yes, open degree students can appear for civil exam, if the collage by which they have taken degree is recognized by U.G.C (University Grant Commission) .

A degree from Open System of learning is valid for the above purpose, but please verify and ensure that the institution/ university is recognised by the UGC/ AICTE....
