Dear Pratil, Your priority should be to decide the course you want to get into and then ponder over the universities. But in general, IP university is better.

The best college of IPU is MAIT and MSIT in private college and in government college Ambedkar College is the best in the UPTU IET-Lucknow and BIET-Jhansi are the best college in Government College and in the private college AKG and JSS are the best colleges.
