Which are foreign University Offering Ms in Power system.is NUS Singapore offers this PG course?Is work exp. is helpful to get a university

hi i am pranab working as a electrical engineer in oman for 3 years now. i want to do my PG in electrical power system in any foreign university,I was hoping to get in NUS but i heard that they do not have this course.please suggest some of the university which is best for me.
