Which are the best colleges for Air Navigation Services in India and what makes them stand out?

Almost all of the airports in India come under the authority of the AAI or Airports Authority of India, making them handle all the related Air Traffic Control Towers and in turn, also handle the Air Navigation Services for them. There may be a few colleges offering courses for Air Navigation Services, but as AAI themselves handle the ANS, it is better to join an institute run by them as that would also ensure better employment chances.

Air Navigation Services are fundamentally provided by Air Traffic Control. This could be subdivided into aerodrome control and area control. In addition, this is part of the airport. In India, almost 90%+ aerodromes are controlled by Airports Authority of India. What this means is that even if some agency establishes a college of air navigation, where will the passing out students get employment? Hence in India, even if somebody establishes this college, who will get employed? By whom?
