Which are the best engineering colleges in North India excluding NITs and IITs?

BITS Pilani, DTU, NSIT, IIIT Delhi, Indira Gandhi Delhi Technical University for Women, Tapar University, Shiv Nadar University, NIIT University, JIIT University, JSS Academy Noida, etc. are the best option for Engineering except IIT and NIT in Northern India.
