Hi, The obvious answer to this question would be all the IITs and NITs are the best engineering colleges in terms of faculty members. Apart from this College of Engineering, Pune (COEP) is also having the best faculty members. Actually, deciding the best faculty has its own criteria according to me (no offense to any of the professors). These criteria's doesn't focus only on whether the professor is holding Ph.D. or not. It's my personal experience that a person with a double Ph.D. need not teach in a good and understanding manner. So, it's one of the factors but not the primary one. Main thing would be if the professor can teach which an average student can understand. Apart from this, if the professor is having projects from some industries or research institutes, then it would be an additional plus point for the students because they will get to explore many things apart from the curriculum. To be frank, every college has both kinds of professors like who are highly educated and who can teach well.

This question is going to have a long list as there are abundant government colleges with good faculties all throughout India. But, every college has some good faculty while a few bad ones. Rest be assured that you will be with the most qualified faculty in India if you go by the list mentioned below: Among the Indian Institute of Technology, almost every college is worth mentioning: IIT Bombay, IIT Kharagpur, IIT Madras, IIT Delhi, IIT Kanpur, IIT Roorkee, IIT Guwahati Apart from these, other government colleges that are worth mentioning are: Anna University, College Of Engineering, Jadavpur University, NIT Warangal, Indian School Of Mines, NIT Trichy, Delhi College Of Engineering, NIT Suratkal, Punjab Engineering College and the list goes on and on. Almost every college in here would provide you the most helpful and supportive faculty, who would push you to score pointers above 9 and would readily involve you in their projects. The answer to the best government colleges is divided into three categories which are IITs, NITs and the state government colleges. The more precise information can be given if the stream is mentioned for the faculty and the quality of department is required. Now, talking on an average about the whole academics and considering all the parameters IIT-Bombay is on the top. Though many students think that IIT-Bombay is nowadays is not that much effective to be on the top, still, it is the most vibrant campus among IITs. After IIT-B, IIT-Delhi, IIT-Madras, IIT-Kharagpur and IIT-Kanpur are the best options. Coming to NITs, NIT-Trichy, NIT-Warangal, NIT-Surathkal, NIT-Jaipur and NIT-Nagpur are the good choices. All the data is in decreasing order of the rankings. At last, the state government colleges. These colleges have fluctuating ranks and different parameters to judge but the top colleges are located in Karnataka, Tamil Nadu, Maharashtra and Gujarat. Only IITs and some of NITs have the 'BEST' faculty in India. In a general statement I could say that the government colleges generally have highly qualified professors with PG degrees and PhD being a norm. The Government pays the faculty well and also offers regular pay hikes. The professors are found to be trained in teaching and generally have several years of experience and hence know their subject well. Govt. college students report higher satisfaction levels when it comes to dealing with their lecturers for solving doubts, getting guidance for projects and connecting with alumni. In private engineering colleges, the faculty may not be as good as government colleges. (Again: This opinion is based on the majority of colleges I've visited.) Private colleges employ B.E. or B.Tech graduates as lecturers and they have little or no teaching experience. Private colleges are also seen to suffer from the problem of shortage of professors and lecturers resigning frequently.
