    1. IIT Bombay
    2. IIT Delhi
    3. IIT Kharagpur
    4. IIT Roorkee
    5. BITS Pilani.

    Hi,
    The obvious answer to this question would be all the IITs and NITs are the best engineering colleges in terms of faculty members. Apart from this College of Engineering, Pune (COEP) is also having the best faculty members. Actually, deciding the best faculty has its own criteria according to me (no offense to any of the professors). These criteria's doesn't focus only on whether the professor is holding Ph.D. or not. It's my personal experience that a person with a double Ph.D. need not teach in a good and understanding manner. So, it's one of the factors but not the primary one.     This question is going to have a long list as there are abundant government colleges with good faculties all throughout India.
    But, every college has some good faculty while a few bad ones. Rest be assured that you will be with the most qualified faculty in India if you go by the list mentioned below:
    Among the Indian Institute of Technology, almost every college is worth mentioning:

    The answer to the best government colleges is divided into three categories which are IITs, NITs and the state government colleges.
    The more precise information can be given if the stream is mentioned for the faculty and the quality of department is required.
    Now, talking on an average about the whole academics and considering all the parameters IIT-Bombay is on the top.
    Though many students think that IIT-Bombay is nowadays is not that much effective to be on the top, still, it is the most vibrant campus among IITs.
    After IIT-B, IIT-Delhi, IIT-Madras, IIT-Kharagpur and IIT-Kanpur are the best options.

    Only IITs and some of NITs have the 'BEST' faculty in India.
    In a general statement I could say that the government colleges generally have highly qualified professors with PG degrees and PhD being a norm. The Government pays the faculty well and also offers regular pay hikes. The professors are found to be trained in teaching and generally have several years of experience and hence know their subject well. Govt. college students report higher satisfaction levels when it comes to dealing with their lecturers for solving doubts, getting guidance for projects and connecting with alumni.
