It's a tough query that you have raised. There are no easy answers. Actually there will be as many opinions as asked. This is an area where perceptions play an important part. I would like to advise you to have a different approach. First decide to which country you want to go. Then

But, Sir. This should be applicable to all the above average to meritorious students. But, what about those students who have a desire for such a degree but lack institute grades.
