Please remember scholarships are competitive and awarded to the most deserving students.
At the graduate level you can get funding in the form of graduate assistantships where you work or research with professors.

USA doesnot offer M.Tech. degree. Masters programs in US are called as Master of Sciences (MS). I think you mean Full Assistant ship when you say "Scholorship" where the government/university pays for your studies.
