USA doesnot offer M.Tech. degree. Masters programs in US are called as Master of Sciences (MS). I think you mean Full Assistant ship when you say "Scholorship" where the government/university pays for your studies. It is difficult to get Assistant Ship for MS programs as the duration is less.
