    1. By cheap I understand the fee structure is reasonable

    I would like to suggest that instead of going for cheap colleges you should look for colleges which scholarships on the basis of merit. Private universities like JK Lakshmipat University provide 3 Lacs scholarships to the Pinnacle MBA students and additional scholarship is provided on the basis of performance in CAT/MAT/ATMA/XAT/CMAT or any other national level entrance test. JKLU is supported by 125 year old JK organisation. If you go by the stats then there has been 85% increase in number of offers for graduating MBA students compared to last year.
