Which are the exams for foreign education in Europe for electronics engineering student?

IELTS is most preferred in any European country. However, you can also give TOEFL. Based on your course, you have to appear for GRE GMAT also. If applying to Germany, you will have to give German proficiency test. However, other European country doesn't have such specific requirement.
