Which are the good colleges to pursue B.Tech CSE?

I will be passing CBSE 12th this year. I expect 80% aggregate in boards, and a not so good JEE rank. Computer Science interests me to the core(particularly coding or programming) but I'm average in PCM. Want the best possible college to learn CSE with moderate fee structure and great placements.

Other than IISc, IITs, NITs and IIESTs there are state owned engineering colleges, university run schools, private aided and self financing colleges and deemed universities, but none to match with IISc and IITs.
