I would suggest Manipal Institute of Technology. It has a really learned Mechanical faculty. It is even said that Mechanical faculty is equivalent to many IIT's and NIT's. Apart from faculties there are a number of facilities. There are well equipped labs and workshops. You get to work on your individual laithe machines. There is forging, welding and recently even CNC laithes have been introduced.

There are many good institutes for doing ME. Apart from IITs and NITs you can look forward in:
    1. College of Engineering, Anna University, Chennai
    2. Jadavpur University, Faculty of Engineering & Technology, Kolkata
    3. Lovely Professional University, Punjab,
    4. Delhi College of Engineering, Delhi
    5. College of Engineering, Pune
In Lovely Professional University, you may be offered good scholarship too. Good luck.
