My cmat score is 31 and percentile is 20.4.

As your CMAT score is less and there are few colleges offering this specialization you can apply to NIILN\M Greater Noida & NSHM Kolkata. -

List of colleges offering MBA in Travel and Tourism. But you need to check with the colleges for their cutoffs as your CMAT score is very less to get a good college.
