To my knowledge there is no Government college for cabin crew. All the colleges are privately owned and there is no requirement of any affiliation. You could also think of being an Aircraft Maintenance Engineer, a job, which is much better paid and satisfying. Also there is no retirement age. Call me at 9811062808
