Ethical hackers are mainly Penetration Testers who find security issues in the system. Cyber Security is much bigger domain and covers a lot of subjects including penetration testing. CSSRL provides various training programme in cyber security domain. You have option of regular as well as virtual classroom mode.

There are couple of good certification bodies providing the course on Ethical hacking that you can choose from.
    1. Mile2 course CPTE: Provides both theoretical and technical knowledge along with hands-on experience through internally developed labs. Very few training providers are available
    2. EC-council CEH V9: Widely recognized and updated course ware. They have internally developed labs called Ilabs, which provide the participants with real life scenarios to action and practice their skills.
