I would rank Saarland and Stuttgart within the top 10 of German universities for CS (most rankings are something like KIT, TUM, TU Darmstadt, RWTH, Saarland). Paderborn and Ilmenau both are quite decent as well. SRH Heidelberg and FH Kiel are both lower tier schools focusing far more on application
