which are the subjects for IPS and where i can get notes for this as i am commerce student and from where i should give this exam and where i should study?

No specific subjects except law paper in addition to what other subjects you chose as per the graduation standard. You may better et hold of the prospectus for the UPSC exams. Detils of all the subjects are available in that. Choice of subjects would be yours.
