Now, the best class I think is State Institutes of Administrative Careers, many states have these and it is government funded. It provides you accommodation, guidance, study material, daily newspapers, IAS faculty members and best part is stipend which you can use for food. This SIAC gives you money to study for IAS which is the best. To enter SIAC, you need to appear for it's entrance exam and be in top rankings.
