University of Baroda (MS), Delhi, JNU, Mangalore, NEHU, Pune are highly rated. But for doing M.A. In Political Science, you can do from any University, because this subject is student-centric. The more you study and analyse, better the performance. You need to be a very good learner rather than having a very good teacher and University.
