B.Tech is a course where you cannot be adamant of a location. A course that needs to be paid a lot of attention. I would suggest various other specializations to broaden your area of interest and those that can get you maximum career opportunities such as CSE in cloud computing, cyber security and oil and gas.
A few college recommendations for you are:
    1. Thapar University – Patiala.
    2. DTU – Delhi.
    3. MAIT – Delhi.
    4. UTM – Shillong.

I will advise you not to be region specific. Apply to all places in India, it will increase your chances of getting into college rather than dropping out.
Top college in Mumbai for engineering is IIT and other than that IIT, you can apply to all these colleges for B.Tech:
    1. Thapar University, Patiala
    2. DTU, Delhi
    3. MAIT, Delhi
    4. UPES, Dehradun
