Which are the top government and semi-government universities to pursue B.Tech?

Hello Sonu, IIT's and NIT's are government agencies only and these are definitely at the top in India. I have not understood about what do you mean by semi government institutes. Then there are some institutions like ICT, Mumbai or ISRO sponsored one. Best wishes!
