Subham, top government colleges for CSE or any B.Tech are IITs, IIITs, NITs, IITTs, etc. Followed by these are engineering departments of various govt. universities like PEC, etc. All these are the institutions that offer admissions through JEE. In India, the top 10 CSE engineering college is IIT then NIT and some of private college. If you tell me your preference, I will suggest you better one.
