I strongly recommend Delhi University for B.Com (Hons) as it is the most prestigious university in India and it provides much better accommodation or environment for study with minimum fees for all students. The placement of Delhi University is also very good.

Not north, but in the Northeast, I will prefer you Banaras Hindu University (BHU) or you can also go for DU (Delhi University). These two Universities are central, and have minimal fee with best faculty members. These two are the best, but if you are looking for facilities, you can go for BHU.
