The topmost institute in India offering Statistics is ISI Kolkata. Some Delhi University colleges like Hindu, LSR do offer Statistics as a course. St. Xavier's college also offers the same.

Yes you can do B.Stat at ISI given that you have completed 10+2 or any equivalent level of education with mathematics and english as your subject. You can have any combination of subjects with these whether Science commerce anything. But these two are compulsory.
