Which B.Arch college can I get? I scored 69% in 12th, 203 in JEE Mains paper 2, 5036 OBC rank and 17786 general rank. I'm from Hisar.

You can try for some low rank NITs first. Last year closing rank at NIT Hamirpur for B.Arch was 10,314. So, there you hold a chance. Other than that you can apply for some other colleges like:
Chandigarh College of Architecture
BIT- Mesra, Ranchi
Mizoram University, Aizawl
