Which best college can offer me admission for CSE branch?
I have got 74% in class 12th boards and 36 marks in JEE mains.

Look for a good private university around you they will take you based on your boards percentage.

Tough to get good college on that JEE score. It would be recommended that you give one year time to yourself and prepare again for JEE.
