Both branches are equally important and good. It depend on your interest. Moreover, if still you have to choose keeping in mind your aim to prepare for the civil services exam, I would suggest you to go for mechanical as a backup option.

Mechanical and Civil engineering, both are good branches with a good career scope. Mechanical engineering has more scope and broader fields in terms of career as compared to Civil. Since you wish to prepare for civil services, you can choose any one but mechanical would be better as an alternate option of career.
