If you want to go for app designing then go for CSE. CSE includes syllabus related to software designing. ECE is all about electronics and communication systems. The designing part involves the electronic circuits and not the software or application part. CSE will give you a better option for app de

If you want to design Applications then BTech CSE is a better option over ECE because ECE will not give you exposure on Systems programming which is mandatory for a well designed application.
