Hi, With 11,800 rank in COMEDK you will get the following colleges: 1. Bmsit 2. Dayananda Sagar College of Engineering 3. SIT, Tumkur 4. Nie, Mysore.

You can try in National Insitute Of Technology, Banglore, as it is very good college according to your rank. But, I don't have idea, if you get CS in it, but you can easily get mechanical and electrical.
