Which college can I get in Mumbai or Pune to pursue B.Tech with 63 marks and 1,85,000 rank (open category) in JEE Mains?

No, 63 marks are too low to get even in a B-grade college, either you should accept a favorably average college and focus on area of presentation skills, better performance in academia and emerge out or wait for another year and prepare well.
