As per your rank, chances of getting any good college is nil for you. So look forward to colleges via other exams. However, check here for colleges via your rank in IPU:

If you are from outside Delhi, then I will have to say that you cannot do anything with this rank. However, if you are resident of Delhi, then you can go for the counselling, may be you'll get some lower branch in B.Tech.
