    Hi,
Mecca, Hindu College is the best.
The Annual Cultural Fest of Hindu comes to you this month from 25th-28th February. Mecca acts as a choir of various musical events, ranging from Sufi to pop and rock-n-roll, literary events, fashion shows, etc. to name a few. The past years have seen the grand success of the fest because of the participation of mind boggling number of students.
Crossroads, Shri Ram College of Commerce:
The largest cultural fest of DU that sees a footfall of over 10,000 people a day. With just a few weeks left for the fest, there is already a lot of conjecture around the campus as to which celebrity will burn the floor

Strictly talking about DU- undoubtedly it would be Crossroads (SRCC) with Mecca (Hindu) giving it a close competition.
Other fests which are not worth missing are Confluence (Hansraj), Tempest (Miranda), Nexus (Venkateshwara), Tarang (LSR), the annual fest of SGGS College and Gargi College.
Besides, if you are in Delhi, IIT Delhi, DTU are two other colleges whose fests are the most awaited ones.

Both IPU and DU are public/ government universities and are one of the oldest universities. DU admissions are tough because of the high cutoff for some colleges, whereas for IPU, admissions are comparatively easy for some colleges with low cut-offs. The infrastructure of colleges affiliated with IPU is comparatively better than that affiliated with DU. The fee is another factor that makes DU a preference among students. In the end, it depends on the students, which university is better for them.
