B.Tech from UPES is far better than Graphic Era if you consider a core subject like mechanical/petroleum engineering. For computer science engineering you should consider Graphic Era. -

I am sure that you must be clear about the best university by reading the other answers and I would suggest you the same as everyone else did. UPES-Dehradun is better than any other college. UPES offers more than 15 specialised B.Tech courses in Information Technology and Computer Science and 93% of B.Tech in CSE batch was placed successfully this year. The highest package was 14.81 LPA and the average package being 4.06 LPA. So, I think it just adds another point to why you should go to UPES and not in any other university. -

You may prefer Shiksha college predictor.
In our country, people truly believe on IITs and NITs for B.Tech and placement.
But, due to downfall, these are also losing its position.
Apart from these, some private college are BITS, SRM, NIRMA, VIT, SKIT Jaipur, UPES Dehradun and LPU are getting higher value.
Well, there, you may get good environment.

I would suggest you to go for UPES as it is a renowned university with good placement record.

Graphic Era is very good for B.Tech in computer science. The placements are good with high packages. If you want to pursue B.Tech then I think you should go for GEU. -
