Both IIT Kharagpur and IIT Bombay come in top 5 IITs. But everyone will suggest you to refer IIT Bombay as Bombay is a metropolitan city and it attracts students towards it and one of the main reasons is that IIT Bombay have the highest cutoffs, so you would want to go for it. IIT-Mumbai is far better than IIT-Kharagpur in all streams though many times CSE placement statistics clash with one another when talking about infrastructure.
