Hi, I would have chosen CSE in HBTI, Chennai over LPU because HBTI is one of the reputed universities in India with good number of companies visiting for recruitment.

Institute of Engineering Technology and Harcourt Butler Technical University are both located in Lucknow as they are both affiliated to the same college that is A P J Abdul Kalam Technological University, Lucknow. First of all, I should tell you that AKTU colleges are not the ones you can expect much from and displacement is the only reason you are willing to do B.Tech from these colleges. You will be a great amount of disappointment at the end of 4 years as both the colleges do not provide good placements.
