Both the colleges are doing well in their respective streams and aiming at providing quality packages to the students, so it is difficult to judge a particular college on the basis of only one parameter.
Comparison can be done through:
1. Labs and facilities: Though it is one of the most important parts of mechanical engineering to know about the practical application of machinery taught in the theory part, for that, RC College leads in providing the same.
Also, RV College has many clubs related and working in racing and robotics development hence providing better exposure to all.

The answer to your question involves multiple dynamics and it is not possible to answer it in terms of a single factor. So, I'll try to include multiple factors for you to understand it better.
Course: Course is pretty much the same in both the colleges with little to almost no difference at all as both are affiliated to VTU.
Faculty: Mechanical in RVCE has the best professors in the whole college. They are highly knowledgeable and friendly. Although, I haven't heard the same for BMSCE.
Infrastructure: Both the colleges have multiple labs. RVCE-ME has been called the Center of Excellence by the Government of India in nanotechnology.

I being a student of BMS College of Engineering would like to give you a few ideas about Mechanical engineering in our college. I feel our college tries to give the practical knowledge about the field. There will be seminars addressed by professional speakers who guide you with what to do in your future. When it comes to the placements, I feel the placement rate for mechanical is quite high too. And of course the infrastructure and faculties are very good. There are many opportunities for overall development by the end of fourth year.
