Both, B-schools have their own pros and cons. If you desire to get the coveted IIM tag, IIM Raipur is a good choice. There is no single answer for this question. Both colleges are known for their own qualities and standards. However, if you do a complete factor analysis, an IIM would certainly beat any other private B-School.
