Which college is better to pursue PGDM in human resource management: VJIM, Hyderabad or EMPI?

I have no idea about EMPI. It's better to consult a student from EMPI regarding its information. But if you are considering Human Resource Management I would suggest you to go for B-schools which focusses more on HRM. VJIM do have placements in HR specializations but relatively very low compared to Marketing and Finance. -
EMPI has 100% Placement record and has wide international opportunity with better avg salary every year.
