Which college offering a B.Tech program can I get with a percentile of 97.1? I am from the general category.

I would say, focus on JEE Advanced. If you have scored 97.1 percentile, then you have a real chance of being into IITs if you prepare well and strategically. There is a big difference between IITs and NITs. Even though top NITs are comparable to some of the IITs but still IIT is at different level.
