Which college should I choose between Ansal and GD Goenka University for B.Tech in CSE in terms of placements?

Ansal University is better in terms of placement.

School of Engineering, GD Goenka University has rich academic collaboration with IBM, Arkansas University, Purdue University, Texas University, etc. I would suggest you to take GD Goenka University as their infrastructure & campus is far better than many of the universities in Delhi NCR. Average placement package is 4 lakh & highest goes till 7 for B.Tech. Students also get internationally placed & scholarships are also provided to study in USA.
