The percentile never matter if you have the caliber to do things you want to. Yes, for admission process it helps you .be sure about the decision, when you feel confident with any ray of hope with go with that.

Hello Rajnish, I am assuming you to be of general category. With this rank, you may not get into any government college. So search for a good private college like SRM, VIT, Manipal, LNCT Bhopal, DAVV, MIT Pune etc. All the best
