Which college should I select for BCA under IP University in first round of counselling? I have got 1831 rank outside Delhi.

You have got a fair rank if that would have been a Delhi one. But outside Delhi you would get a college but not that good one. Do check the last year cut off for your doubt. http://www.ipu.ac.in/pubinfo/admission2018/adm2018notices/cutoff2017as210518.htm.
