Which college / university can I get in USA, Canada, Australia or Italy on the basis of my profile?
I have done my 12th in arts (CBSE) with 47% and I have scored 6.5 bands in IELTS.

You can try to get admission in Australia or Canada for Diploma in community colleges that can later be extended to degree as 47% is on the lower side.
