If you are from Gujarat then GSFC University will be best option for you. If you have a shortage of money then you should go for GTU.

Yes, surely. You can get colleges with this percentage. Just tell me the JEE score through that only. I can give info of college and if you have not given JEE Mains, you can only try with private ones!
