Which colleges can I get with 36 marks in JEE Mains? I belong to OBC category.

If you're aiming for NITs, sorry to say, you can't get, but you can go for a college which accepts JEE Mains score. -
Getting good or even average institution based on 36 marks in JEE Mains, I am not sure even if it is possible in OBC category as OBC cut-offs don't differ much significantly when compared to general category cut-offs. Still, best of luck for the research.
Still, you may try for some government colleges based on your class 12th marks. -
Sorry but no college will provide you admission with just 36 marks. -
